The Organisation for Economic Co-operation and Development (OECD) and the Russian Federation,
Noting with satisfaction the changes in the world brought about by the end of the era of East-West confrontation,
Welcoming the process of political democratization and economic liberalization taking place in Russia,
Welcoming in this context Russia's efforts to implement market-oriented transformations,
Bearing in mind at the same time the dimension of the Russia's economic reforms,
EXPRESS THEIR INTENTION to further develop their relations of partnership and co-operation in the following frameworks:
1. The OECD will assist the. Russian Federation in its transition to a market economy, in particular in the design and implementation of maricet-omented reforms at the macro-economic and sectarian levels, including in the creation of the legal and institutional framework and of the instruments of a market economy, and in the development of statistics.
2. The Russian Federation will ensure full co-operation for the effective use of the OECD assistance.
3. The co-operation will be carried out on the basis of annual work programmes, the content of which shall be determined taking into account current economic priorities of the Russian Federation and the objectives and resources of the OECD.
4. Proposals concerning the content of the work programmes will be jointly elaborated and agreed upon by the Russian side and the OECD Secretariat. They will be submitted to the Council of the OECD for approval and will be put into effect by an exchange of letters between authorised representatives of the Russian Federation and the OECD. Work programmes may be terminated at the discretion of either party. Notification of termination will be given by an authorized representative of the pany concerned.
5. The overall co-ordination of the co-operation will be carried out by the Ministry of Foreign Affairs of the Russian Federation and the OECD Center for Co-operation with Economies in Transition. The par-ties will determine the organizational of their co-operation through an exchange of letters between authorized representatives of the Russian Federation and the OECD and will each appoint officials, responsible for the co-ordination of the work programmes. The panics will conduct joint meetings and consultations at least once a year to discuss the work programme and review its implementation as well as to discuss issues of mutual interest.
6. The Russian Federation will, on a timely basis and within the limits allowed by its legislation, provide the OECD with the information that is needed for the purpose of drawing up and implementing the work programmes. Furthermore, appropriate contacts between the OECD Staff and Russian officials will be facilitated.
7. The Government of the Russian Federation will seek to assist the Organisation in the procurement of goods, services - including interpretation and translation, to or from Russian into or from the official languages of the Organisation, of meetings or of documents ' or facilities necessary for the conduct of its activities in the territory of the Russian Federation.
8. The OECD will prepare reviews of the economic situation in the Russian Federation. The reviews will contain an analysis of the general situation of the economy of the country and of the Status and effectiveness of the economic reforms as well as recommendations on reforms or other policy measures.
