OECD Russia Country Programme
OECD’s programme of work with the Russian Federation for 2007-08
pdf,171Kb,English
Excerpts from the OECD’s Global Relations Programme, which describes the OECD wide range of policy dialogue and capacity building activities with non-Member economies.
The OECD’s co-operation programme with the Russian Federation is designed to help the Russian government address key institutional and policy issues which are essential for economic and social progress. The core of the Programme consists of policy reviews and focused meetings between Russian officials and their counterparts from OECD countries
on issues of mutual interest. This peer-to-peer policy dialogue is complemented and reinforced through Russia’s participation in formal OECD bodies and in other OECD activities. OECD countries and the international community as a whole benefit from the OECD’s engagement in Russia via the insights acquired into the reforms in progress. The accession of the Russian Federation to the OECD as a full member is the ultimate goal of this co-operation programme, formally recognised by Russia and the OECD Council.
Russia Country Programme - Extract of the 2005-2006 Programme of Work - OECD Co-operation with Non-Members
The programme has produced six substantive Economic Surveys since 1995 and a large number of policy reviews, working papers, case studies, statistical data, etc. The Economic Surveys comprise a basic macroeconomic overview and analysis of the Russian economy, complemented by in-depth analysis of important structural topics selected jointly with the Russian authorities. The Russian Federation’s policy reform progress is equally analysed in many case studies on specific OECD policy issues (i.e. the combat of corruption, competition, corporate governance, education, environment, investment, labour market, national innovation, regulatory reform, statistical indicators, tax co-operation, trade, etc.). The 2005 review of regulatory policy, entitled “Building Rules for the Market”, identified the strengthening the rule of law and securing property rights, increasing transparency and accountability of state institutions, and combating corruption as major reform challenges in Russia.
Russia's Participation in OECD Work
Since the Russia’s official request for OECD membership in 1996, co-operation between the OECD and the Russian Federation has intensified considerably. The Russian Federation participates in 18 OECD Committees and various Working Groups. Russian Ministers regularly participate in Ministerial Council Meetings. The Russian Federation also participates in meetings of the OECD Global Forums and regional activities with non-members in Europe. Currently, Russia is the only non-member for which the OECD Council has created a Liaison Committee. This Committee monitors and reviews the implementation of the annual work programmes, and serves as the platform for discussion of progress in economic reform process in the Russian Federation, the OECD-Russia co-operation and other issues of mutual interest. The Committee meets about every 1½ years at the level of Permanent Representatives to the OECD and senior officials representing the Russian governmental bodies.

INTRODUCTION
Summary of CCNM Programmes
Events take place in the context of the CCNM's multi-country thematic, regional and country programmes. The multi-country thematic programmes are linked to the core disciplines or work areas of the Organisation; whereas the regional and country programmes focus on the specific policy needs of selected non-Member economies.
Multi-country thematic activities are carried out principally through the Emerging Market Economy Forum (EMEF) and the Transition Economies Programme . The EMEF addresses issues of mutual interest and is targeted at relevant non-Members, including transition economies. It is a flexible programme responding to global developments and focussing on issues of world-wide concern. The ТЕР focuses essentially on the transition economies of Central and Eastern Europe and the New Independent States (NIS) of the former Soviet Union, and occasionally on specific groups of countries (e.g. Balkan countries, Transcaucasian and Central Asian NIS) as well as Mongolia and Vietnam.
In 1998, the OECD established the Special Programme in response to the financial crises in East Asia. For 2000, the Special Programme has been renamed the Emerging Asian Economies Programme reflecting the ebbing of the financial crises and the fact that structural issues remain. It adopts a multi-disciplinary approach to assist in the design of policies that establish the foundations for sustained economic growth, employment creation and alleviation of poverty.
Country and regional programmes are based on policy dialogue and assist countries in transition and emerging market economies, through specific policy recommendations (such as on trade and investment, taxation, labour market and social policies and the environment). In 2000, these programmes include the following: the Slovak Republic, Russia, China, Brazil, the South Eastern Europe Regional Programme and the Baltic Regional Programme (the last two progrgrammes are largely funded through voluntary contributions).
Principal Themes that Drive the CCNM Programmes
Each of the nine CCNM Programmes is organised around some or all of the eight key themes as follows:
1. Interaction of sound macroeconomic management and structural reforms economy-wide.
2. Integrating non-member economies into the multilateral trading system.
3. Integrating non-member economies into global capital markets.
4. Strengthening the public sector's capacities for economic management.
5. Implementing sustainable development.
6. Strengthening human resource development and utilization.
7. Promoting social stability and equity.
8. Supporting structural adjustment through sectoral and territorial policies, as well as innovation and technological development.
In summary, the nine programmes including the three multi-country thematic programmes and six country and regional programmes are as follows:
Multi-country Thematic Policy Dialogue
1. Emerging Market Economy Forum (EMEF)
2. Transition Economies Programme (TEP)
3. Emerging Asian Economies Programme
Country and Regional Programmes
1. Slovak Republic
2. Russia
3. China
4. Brazil
5. South Eastern Europe Regional Programme
6. Baltic Regional Programme
The SIGMA Programme
SIGMA (Support for Improvement in Governance and Management in Central and Eastern European Countries) is a joint initiative of the OECD and the European Union (EU), principally financed by the EU's Phare Programme. It supports 13 countries in building modem systems of public administration. Such systems will help them to prepare for EU membership, reinforce democratic institutions, manage financial resources soundly and integrate into the global economy.
SIGMA advises on design and implementation of reform plans; reviews proposed laws and strategies;
assesses administrative frameworks; organises training and information-exchange events; prepares terms of reference for technical assistance; provides comparative information on governance issues; and supports the development of networks of public administration practitioners in Central and Eastern Europe. It gives top priority in its work to financial control, budgeting, public procurement and audit; it also advises on developing a professional civil service, and strengthening policy capacities and administrative oversight.
