INTRODUCTION

Summary of CCNM Programmes

Events take place in the context of the CCNM's multi-country thematic, regional and country programmes. The multi-country thematic programmes are linked to the core disciplines or work areas of the Organisation; whereas the regional and country programmes focus on the specific policy needs of selected non-Member economies.

Multi-country thematic activities are carried out principally through the Emerging Market Economy Forum (EMEF) and the Transition Economies Programme . The EMEF addresses issues of mutual interest and is targeted at relevant non-Members, including transition economies. It is a flexible programme responding to global developments and focussing on issues of world-wide concern. The าละ focuses essentially on the transition economies of Central and Eastern Europe and the New Independent States (NIS) of the former Soviet Union, and occasionally on specific groups of countries (e.g. Balkan countries, Transcaucasian and Central Asian NIS) as well as Mongolia and Vietnam.

In 1998, the OECD established the Special Programme in response to the financial crises in East Asia. For 2000, the Special Programme has been renamed the Emerging Asian Economies Programme reflecting the ebbing of the financial crises and the fact that structural issues remain. It adopts a multi-disciplinary approach to assist in the design of policies that establish the foundations for sustained economic growth, employment creation and alleviation of poverty.

Country and regional programmes are based on policy dialogue and assist countries in transition and emerging market economies, through specific policy recommendations (such as on trade and investment, taxation, labour market and social policies and the environment). In 2000, these programmes include the following: the Slovak Republic, Russia, China, Brazil, the South Eastern Europe Regional Programme and the Baltic Regional Programme (the last two progrgrammes are largely funded through voluntary contributions).

Principal Themes that Drive the CCNM Programmes

Each of the nine CCNM Programmes is organised around some or all of the eight key themes as follows:

1. Interaction of sound macroeconomic management and structural reforms economy-wide.

2. Integrating non-member economies into the multilateral trading system.

3. Integrating non-member economies into global capital markets.

4. Strengthening the public sector's capacities for economic management.

5. Implementing sustainable development.

6. Strengthening human resource development and utilization.

7. Promoting social stability and equity.

8. Supporting structural adjustment through sectoral and territorial policies, as well as innovation and technological development.

In summary, the nine programmes including the three multi-country thematic programmes and six country and regional programmes are as follows:

The SIGMA Programme

SIGMA (Support for Improvement in Governance and Management in Central and Eastern European Countries) is a joint initiative of the OECD and the European Union (EU), principally financed by the EU's Phare Programme. It supports 13 countries in building modem systems of public administration. Such systems will help them to prepare for EU membership, reinforce democratic institutions, manage financial resources soundly and integrate into the global economy.

SIGMA advises on design and implementation of reform plans; reviews proposed laws and strategies;

assesses administrative frameworks; organises training and information-exchange events; prepares terms of reference for technical assistance; provides comparative information on governance issues; and supports the development of networks of public administration practitioners in Central and Eastern Europe. It gives top priority in its work to financial control, budgeting, public procurement and audit; it also advises on developing a professional civil service, and strengthening policy capacities and administrative oversight.
